Title: PC-based License Plate Recognition
Client: Melix LTD. (previously Smarter Mobiles LTD.)
Contact: Hiep Nguyen
Supervisors: Dr Ryszard Kozera and Dr Richard Thomas
Student: Robert Young
Project Description - Automated License Plate Recognition (LPR) systems
consist of the following:
i) An externally triggered image capture component. For example, a
correctly positioned CCTV camera triggered by event of vehicle passing
over magnetic loop.
ii) Image processing software capable of producing ASCII string
corresponding to vehicle license plate present in image.
This project will focus on the latter, requiring an algorithm
capable of three tasks. First, segmentation of plate area from image.
Next, the segentation of individual character areas. Finally, the
correct
classification of these extracted characters. The proposed application
of
the algorithm is use in a intelligent car park payment system. This
allows
such assumptions as low vehicle speeds during image capture, and a fair
level of control on camera to vehicle positioning. However, other
possible
applications such as violation enforcement cannot assume these
conditions.
Therefore, the project will attempt to develop as robust a solution as
possible.
